as jeff pointed out he did not see the insulator that goes in between the tip and electrode, this will cause no pilot, also i dont recomend anyone not trained in working on inverter power sources to get inside, there is hi voltages stored in those capacitors even with the power not hooked up, i still think u have a torch problem, but am not there to see for myself, troubleshooting like this can be hard without being able to check myself, i recomend taking it to a repair shop, sorry
