Subject: Miller 250G (portable) govenor

I have a 250G Miller portable with very low (30) hours. Just recently the govenor started acting up. After running some rod (SMAW), either positive or negative ground, it most frequently will not return to idle mode. Occassionally, it does however. I have diddled around with the govenor several times, but cannot correct the problem. There is a "sliding" adjustment on the govenor, but no adjustment seems corrective. If I get it to idle down, (by adjusting the threaded rod/spring assembly)it stammers when an arc is struck. Govenor assembly is super clean and not crudded up. Is there a simple 'electronic' fix (test) that I can use for troubleshooting this annoying problem?
