If its happening with the same type rods each time look to see if the flux is cracked on some of them. I had a box that was dropped and cracked the flux on some and the flux would keep flaking off ahead of the arc. If it works fine everytime you start up and its been off and cooled for a while you may have a loose connection somewhere inside that loosens even more when the connector is heated. I don't know how you adjust amperage on those machines but if it is a selector like a Lincoln your contact points maybe need to be cleaned up inside especially if it has been stored outdoors. I'm not a "repairman" but I use them a lot and haven't found anything that I can't fix on an AC machine.
