The testing of VSDs (VFDs) is not just a case of testing the no load output. As I am sure you are aware, the drive systems have quite complex control systems in them for monitoring the loading of the drive and the motor itself. Each manufacturere will have quite different methods of achieving the desired format for their advertised specifications. Further, one of the required tests for any drive is a soak test where the drive is loaded up to a per centage of full load current and left to sit for several hours to check operation.
It does not surprise me that you cant find any pre packaged test system. I would suggest that if you have particular drives in mind which you wish to test you might like to contact the individual drive manufacturers and discuss with them the ability to become a "Service Agent" for their drives and they will give you access to all the testing systems required.
Hope this helps
