I would try cutting wheels in a hand or die grinder. I think it will take a long time. I think any form of grinding will be better than cutting. Take a look at Home Depot for a die grinder and some wheels and give it a try. That would be a cheap way to verifty that it will work at least, and could be the way to complete it.
