I wwould turning the bore first. I would perfer to capture as much of the OD in a bored jaw setup using the minimal pressure to clamp as possible. I would then turn the OD on an expanding mandrel rather the clamping on the OD.
Light pressure could be used as long as the cuts are not too agressive.
