There are two major things that I have seen cause this. The first is too low an RPM. If your surface feet are not high enough then instead of cutting, the thread tool scrapes the material off leaveing a finish that appears that it has hairs on it.
Another problem could be that the tool is above centerline and the bottom clearance is negated causing the tool to rub instead of cut.
