Your question is very vague. Any evaluation of any tool performance needs the type of material being cut, type of coolant ,if any, is being used, as well as what type of machine, (VMC, Lathe, etc.).
The stress forces on each style of cut are totally different and require different approaches. There is also the residual effects of the fixturing that can influence tool life.
