The easiest way is to: discharge the cap, apply a know current, measure the voltage after a fixed time.
That way you have practically total control of the characteristics.
Alternate ways using timing are typically cheaper these days. Time an interupt and hook up a 555.
I have done a couple of reasonably accurate and fast designs but they involve a lot of work.
