I would check for long distance echo's. Your description doesn't provide enough information for me to make a definitive statement.
You should be able to detect the echo's by just moving around and trying to put the detector in your "shadow".
Alternately you could see how the false object moves when you vary the pulse repitition rate. If it's an echo from a previous pulse then it should move with the PRR.
The other problem with this type of thing is the detection of Curb's confusing the issue.
If you continue to have problems I know of somebody who worked on similiar systems (microwave) and can get in touch with him.
