Hi Dave!

there are a few interesting ICs on the market,have a look under : http://www.isd.com/ , they provide a whole range of ICs to store speech/audio data.
A few years ago, there was a SPO256 speech chip on the market - speech was actually made up by a series of phonemes, controlled by a microprocessor/controller - but you might have difficultly obtaining it now.

I've designed a "Speaking Clock for the Blind" using a PIC microcontroller and ISD2560 speech chip. If you're interested send me an email
