Subject: Chasis earth v.s. circuit ground

Hi all,

I often see over-voltage protection devices being connected between either
1. signal line (to be protected) and chasis earth, or
2. signal line (to be protected) and signal ground.

Just wondering what is the different between the two type of connections? Can't we protect a circuit by just connecting the overvoltage protection devices between signal line and ground? What's the plus/minus of the two connecting methods?
