Great idea, intelligent traffic lights without digging up the roadbed. Unforturnatly I have no idea how to do it practically.
Posts down the road that count the approaching vechiles (and keep track of the number) are possible. The post could transmitt a chopped IR beam to a retrorelfector on the other side of the road. The post could then demodulate and send a wireless signal to the traffic light. This would involve very little labour; plant two posts.
The electronics part is fairly elementary. Keeping the retroreflector and trasmitter clean is a problem though. Supplying power might be a problem but a pulsed system might be able to use light or RF for energy.
Or my old favorite radioactive waste. My favorite joke is that CMOS IC's with radioactive waste could be self powered:)
