Ah well, it sounds as though you haven't terminated your unused inputs. Connect all inputs to the voltage that you think they should be. Normally ttl will "float" high but to count on that is to wait for any random noise to cause problems.
In other words; don't do it! Connect all inputs to High/Low!
I can tell you a few stories of foolish people who neglected this. We are talking days of troubleshooting for a simple mistake.
