The easist communications are LED's and the associated photosensors.
Of course the applicability depends upon the operating environment.
What are the rings and arms made of? Capacitance dteection is easy in some circumstances and can be made to modulate an oscillator.
Are you willing to buy something "off the shelf"? If you are trying to make something yourslef you probably have a long road ahead of you.
