Your going to have some problems. Designing something like this from scratch will probably take significant work. Maybe you can find a precanned design. There is a little information in AN-301 at National Semiconductor.

My suggestion is that you get the transducer manufacturer to give you a suggested driver and reciver circuit. They should have an "app note" or some such. Then jostle it into a micro as fast as possible. Then you can get a cheap microprocessor kit to implement software in.
Wish I could say that I could give you significant help, but I am swamped for a while.
I am willing to give you help with particular things but not available to do the design.
The first thing needed is the proposed frequency, range, and resolution. This determines the type of transmitter and reciever.
Do a search around the WWW; you might find some precooked schematics.
