Yes they so. But take care when driving TTL inputs with CMOS out puts. The fan out (how many TTL inputs one CMOS out put will drive) is really low (like about two ?). Driving too many TTL inputs may look to work OK, you will also probably notice your application starts to behave strangley (yes I got the T-shirt)
