A PLL will generate a signal that is phase locked to a reference signal. You won't be able to use a PLL to phase lock one existing signal to another. To do that, you need a delay-locked loop (DLL). The heart of a PLL is a voltage-controlled oscillator (VCO). The heart of a DLL is a voltage-controlled delay. Do a Google search for "delay-locked loop" and for DLL. Ron
