The MOV should be selected such that it is rated voltage is 10% more than it's normal operating condition and you should find out how much energy it will be dissipating (this u can take it from the manufacturers datasheet).

For common mode protection connect the selected MOV between the line & earth and neutral and earth

For differential mode protection connect the selected MOV between the two lines.
