You will never get zero degrees between the input and output at lock. The phase detector in the 565 locks at 90 degrees, plus or minus a few degrees, depending on how close you have the VCO tuned to your input frequency (see the graph on page 3 of the datasheet). The datasheet has enough applications and info to show you how to apply the part. You can get the datasheet at
