- first there is no direct transistor level
CD4046 model available anywhere except from
the IC design engineer himself!
- best approach is to do a "systems model" and
work on it on a systems level simulation
- the above is the same as those recommended
by PSPICE makers, MatLAB Simulink

I was faced with the same problem when I was designing a extremely low frequency multiplier for application in Interferograms (Optics).

Getting into thoe bench and wiring an actual 4046 with a counter feedback is faster than doing all the simulation stuff -- there are too much detail you should worry about (settling time etc.) that could bog down your schedule of NOT FINISHING YOUR PROJECT

If it helps try downloading the old 1998 DOS program by Phillips for PLL Design, that would give you the performance simulation for a 4046 and a design calculator.
