Mike I have used a breakdown tester in a previous job there are various types and some will perform tests to BS spec's automatically. If not a basic test form the transformer industry is 6 tests incresing voltage to breakdown each time with 2 minutes between each test, stirring the oil between tests. Take the average of the 6 tests. Typically clean degased transformer oil wtih 10mm diameter test spheres 2mm apart will be good for 60kV. It is very important to clean the test cell by flushing with clean transformer oil as any small particals can effect the results. Do not wipe out the cell with cloths as fibres can be laft behind.
