The only thing that will detect and measure x-radiation or gamma radiation for that matter is a survey meter. If you're that concerned push for a survey to performed on the unit and the results be presented to those intrested.Intresting question though, Off the cuff as it were I'd say that to be put into use it would have to emit zero at the surface to be used in the public as they are. Course we're talking the federal government so they do whatever they like.
