We got it solved.

the problem was poor workmanship of the
contractor installing the Twisted pair cabling
especially missing capacitative decoupling units
TX507 at the entrance of each cabinet. These are required if TC505 conectors for tap cabling is used instead of the TC506 (which has integrated
decoupling in contrast to TC505 which has not).
We also did ground the termination resistor to the OPC PCI card which gave us the best results.

Though i have seen installations without TX507/TC505 combinations or TC506 alone, apparently in our case, a substation with lots of crisscrossing high voltage cabling close to the
AF100 trunk cabling it was required to do it by the book.
