It seems to me that basically you are just trying to develop a new method for incinerating municpal waste, medical waste and other wastes ... and that, like all other incinerators of such wastes, your biggest problem (in my opinion) is going to be the dioxins and furans that will be contained in your effluent gas.

I am not trying to downgrade your stated worry about splashing and/or entrainment of molten iron. Rather, I am just advising you to look into the environmental permitting problems (especially in the USA) before you expend too much time and money on developing the process.
