We've worked on Cadstar, PADS, Mentor Board station, i feel if you take cost to performance trade off Cadstar is the best.

You can do most complex layout in it, and also it is having 3D modeling module also, now Cadstar SI plus is also available, it uses incases engine for doing the analysis. Cadstar has full flow from schematic capture till high speed analysis.

If cost is not the constraint them cadence or mentor is good.
