I downloaded the freeware version of eagle software.

I was not able to find an option which allows us to export the schematic and pcb database in ORCAD format.

Moreover all the cad packages are independent of one another. As far as I know, none of the CAD packages allow us to export their pcb database files in another format.

Only CADENCE allows us to import POWER PCB(PADS) and PCAD pcb databases by means of translators.

You can try searcing on the web for translators which can help you in acheiving your results. But that may cost money as you need to buy them because they are not available for free download.
