The route keepin area as u are aware is just a boundary outline outside which you cannot route.

So you can retain that as a line itself.
As I had mentioned earlier you cannot change the line to shape.

Also I would like to stress on the fact that ROUTE KEEPIN AREA cannot be added as a shape on your board layout(ALLEGRO does not allow it). It is an AREA and not a SHAPE as you are thinking.

So when you import the gerber retain the route keepin area as a line itself as your objective is to route well within inside that area as mentioned in the gerber file.

Since it meets your objective you should not be much bothered whether it is a line or shape.
If there are some custom route keep in areas, just draw them as lines only. It should not pose any problem to you.

I am stressing again:-
1) ROUTE KEEPIN /KEEP OUT areas cannot be added as SHAPES. They can be added as only AREAS.

2)Lines cannot be converted to shapes.
