I am not familiar with Orcad layout, but if it follows convention, there should be a way to save a circuit as a "Reuse" (Pads) or a "Block" (Pcad) and load it into an existing or new design.
Failing that, you could use a gerber editor, i.e. PCGerber, with the Merge layer feature to accomplish this. Admittedly this would require some extra tweaking, and alignment effort, or planning on your part.
Look into Orcads ability to load an existing circuit. This is usually a special load feature which will load the file into an open database as opposed to closing the existing database and loading the file as a new one.
I have developed entire libraries of re-usable circuits this way. In a backplane application of a varying number of slots, I went from 3-4 weeks for a new design to a record 4 boards, from scratch, in just one day.
Bottom line is "You can get there from here" and is a valuable pursuit.
