Subject: pcb software by electronics workbench - opinions ?

i am evaluating the electronics workbench professional schematic and pcb (ultiroute) package. i am comparing it to
a 20 year old dos pcb layout package. i can't find a way to
lay down a custom line or patch of color on a silk layer.
tracks or copper can't be moved from one layer to another.
can i accomplish these things some other way ? is the eagle software package equal or better than the "workbench package" ? can you recommend other price comparable
packages ? - thank you
