I don't see much sense in using the amateurish schematic for the device that might affect your health.
1. Corona discharge generates ozone, whose level must be controlled. Your nose is probably the best indicator. If you feel ozone smell, that means that the ozone level is dangerous. If you think the ozone is the only problem, read on.
2. There should be both positive and negative ions generated by ionizers. If there's only negative ions, you may end with asthma in several years because of charged dust particles inhaled and left in your lungs. If you think, that's all, read on.
3. Even if your device does emit both negative and positive ions, don't forget that you need to control ions generation. Your circuit may simply generate too low level of ions. You spend money for nothing, and your time gets wasted. What is the meter device to control ions production? Without that device, your custom-made ionizer is nearly useless and may be dangerous.
