Xilinx has some very useful information on BGA layout for their larger FPGAs on their web site. You really need to talk to whoever will be doing your PCB assembly. They will have lots of useful information, and special requirements (like fiducial marks for the BGA package and solder mask placement).

I've developed a useful technique for BGA design with Pulsonix, the PCB package I've used, which you might find useful. It's on the PulsonixUG Yahoo Group:
