I cannot give you a qualified, complete comparison between the two, but I can pass along what I do know.

Pads having wider circulation (here in the States) would be easier in terms of bringing qualified people aboard.

If that is not a consideration then Protel has a much more extensive library of parts free for downloading the most current output (last I checked). Their database and conversion utilities are reputed to be somewhat flaky (I do not have first hand experience with this feature).

Innoveda's (Pads) response to the library problem is that they produce software, and it is up to the user to develop their own component library (thanks innoveda!).

I hope this contributed something toward your informed decision.
