Simply stated, when operating frequencies reach the "RF/Microwave" rang, factors such as layer stacking/routing, lead length, use of via's, stub length (max/matching), width of trace, and many other considerations become significant to the circuits performance.

Where, under those frequencies, successful board design is considerably less configuration dependent.

Besides the books reccomended by the other replies you will find some fine articles published in HDI or PCB Design magazines on the subject.
