I don't know about Layo1 but I suppose to be a PCB CAD program.
If you'd like to import image file to CAD program, I'm using Corel trace to convert any image format to DXF. Almost of CAD program can import DXF even GERBER editor and then you can save them in gerber or any CAD format.
