Subject: Creepage and clearance distances in inner layer

The European standard EN60335-1 is very clear about the creepage distances on outer layers on a PCB. However, this standard mentions nothing about the required distance between tracks on an inner layer. My questions are:
1. What is the creepage (or clearance) for reinforced insulation between two tracks on 1 inner layer ?
2.What is the clearance for reinforced insulation between two tracks on 2 different layers ?
