The basic Protel software is easytrax this is available from either www.protel.com.au or www.electronicsaustralia.com.au.

This software is very basic and I don't think that it incoporates an auto router. The other problem is that it doesn't embed hole sizes.

But if you wish to maintain minimal cost this is probably the way to go.

The other option is to use the schematic part of the program and sub out to a designer to lay out the the PCB. The cost may not be as scary as you think.
