I've been looking through the papers I have collected about Sc in 7xxx alloys, but it seems that no investigations about the effects of Sc in 7020 has been published so far. Most of the reported work is on somewhat stronger alloys, like the AA alloys 7010 and 7050 and the russian alloys 1970, 1975, 1981 and 1987.
Here is a list of papers that may be relevant if you want to predict the changes in behavior that may take place when you add Sc to 7020 or other 7xxx alloys:
