I've never done that, but I have made an Al-0.6wt.%Sc alloy from pure Al and pure Sc.
First I melted the Al and kept the melt at a rather high temperature (850°C if I remember correctly)
Then I added chips of pure Sc. The largest chip size was approx. 1 cm3.
The Sc chips do not dissolve immediately, because a series of phase transformations at the Sc/Al interface has to take place first.
(consult the phase diagram)
I could actually feel the chips with a graphite rod that I was using for stirring the melt.
I stirred the melt when Sc was added, and with regular intervals afterwards.
After approx. 30 minutes I could not feel the Sc chips with the stirring rod any more.
I waited another 30 minutes before I poured the melt into a graphite mould.
(i.e. total time for alloying was 1 h)
Subsequent analyses showed that all the Sc had dissolved in the melt by this procedure.

I assume that the same method can be used for making an Al-2wt.%Sc alloy.
