The drain current of Q3 and Q4 are equal because both have the same source-gate voltage and they are identical transistors. this is called a "current mirror". Q11 is the mirror transistor that sets the gate voltage. This circuit only works in an integrated circuit. Random transistors wired in this circuit would not work because the transistors are not identical.
