Subject: Designing a switching power supply

My work group has tried to design a switching power supply from scratch several times. The end result will usually put so much noise out on the powerline that if you were to walk to the other end of the building and put a spectrum analyzer probe in teh wall socket, you would see the noise there. Is there any power supply design software out there or is there any place on the web we can go to learn the specifics and steps to building a switching powersupply from scratch? Thanks.
