If the pulse width is constant, the average voltage will change with frequency. If it is not constant, you can make it so with a 555 timer. The frequency of the pulse must be much higher than the motor rpm for this to work. If the pulse frequency is the same as the motor rpm then a phase comparator using a 0.333 Hz oscillator could be used.
