Subject: Lap Counter & What ICs to use

I am building a Lap Counter for Radio Controlled cars. I have the basic Schematic drawn out with Gates and J/K Flip Flops. It actually works. But now I need to make the circuit. Can you point me in a direction of infomation on:
Binary to Base 10 or divide by 10 IC
Just a plain Counter IC
Binary to 7-seg Display IC
Where can I find out what each IC contains? What they do? What the numbers correspond with?
Once I get it built, how do I power it? I have only used software to design schematics.

NOTE: I would like to count up to 99 or 128 laps. 6 or more race cars. One circuit sets the limit for the laps. Once the desired laps are reached a light lets you know, as well as one more light that shows the winner.
