There is no place for the drain current of Q12 to go except thru Q11, therefore: Id11=Id12+Ibias.
Id4=Id11 because it is a current mirror. Q2 is cutoff so there is no current thru Q13.
I don't know why Q12 and Q13 are in the circuit.
