I have a circuit that I think will work for you.
It is a opamp integrator feeding a opamp comparator with the comparator output feeding the
integrator. It produces two waveforms, a triangle wave and a square wave. It requires a split supply the same as the 8038, but that is easy to overcome with a voltage pump such as a ICL7660 or a LT1054CN8. Both of these voltage pumps take in the positve with respect to ground voltage and give a negative with respect to ground voltage. If you can give me the range of frequencies you need, I will be happy to breadboard the circuit and give it a test.
The schematic I have is for a circuit at 0.5 Hz
