Subject: surge protection in an itty bitty space

I am looking for some ideas on how to incrase my surge protection on a PCB I'm working on. Right now I've got an SMB 600W TVS across the incoming power supply (24VAC) that is failing a lightning surge test at the 800V level. I'd like to get it up to 1200V. Unfortunately, this board is packed pretty tightly and I don't have a lot more room. And, of course, cost is always a factor. Any ideas on how I can improve this?
