Hi,
I managed to get the digital-PLL(MM74HC4046) working using phase comparator 2 of the chip. However, I noticed that the VCO output frequency is not "fixed". When I feed the Manchester encoded data into the input pin, the VCO frequency slows down at some point and start picking up speed again later. Like this:

_|_|_|__|__|__|_|_|_|_
If I use this to drive a D-latch, I can't recover the the NRZ waveform. Any suggestions?
