Thanks a lot for the idea. Initially, I was thinking of recovering the clock signal with a 90 degrees phase shift and XOR it together with the Manchester Encoded data to obtain the NRZ data.

But, if I use a D flip-flop, I still need to feed a clock signal into it. I guess the clock signal would come from the PLL right? I tested this with an MC74HC4046AN digital PLL. However, I found the VCO free running frequency to be rather unstable. Could this be due to a faulty IC?
