You have a 150 milliwatt source and want to produce 300 milliwatts of power: not possible. But, if you parallel 3 solar cells, there should be enough power. A DC to DC converter would be low efficiency at these low voltages. A capacitive charge pump is typically more efficient, so look for that type circuit.
