Are you saying you can't use an analog PLL integrated circuit? Do you mean that you have to design the VCO, phase comparator, and filter yourself, using NO integrated circuits?
The LM565 contains an analog VCO and phase comparator. You have to add the filter externally.
If we gave you schematics for an entire PLL, wouldn't that defeat the purpose of your assignment?
